Well… kind of.
All weapons like machine guns are removed, the main gun demounted or made unusable for example by sealing the barrel (think of molten metal or concrete). Well, not to mention that ammunition for it is of course strictly military equipment so it cannot be purchased anyway.
What’s left is a heavy tracked vehicle. It’s not per se a weapon on it’s own, not more than any other vehicle in that weight class at least. You will usually not recieve a permit to use public roads with it I guess, so it might be a poor choice for a “soccer mom”. Not to mention that these need both extreme amounts of fuel and maintance so you won’t be driving around too much with them anyway.
Also you are not going to get hands on a modern one. The armour of third generation battle tanks (since the 1970’s) is still highly secret.
