One day some of them are told that they are no longer needed, so they stop coming in the next day. a few weeks or months pass, and a few more are sacked, as funds decline.

Then, after a few months of no one being there, looters, junkies, urban explorers arrive, force the locks, and just trash/loot the place. Mother nature also starts taking its toll, and 10-15 years later, voila.
