Master planned communities and cities. When the government controls everything, including all construction, and there is a type of community they want to build, they build it. The social benefit offsets the material cost, in their plan.
In this case, people lived in close knit urban type communities, as opposed to loose suburban communities. Normally the downside to this is a lack of open space, lack of light, views blocked by adjacent buildings etc.
However, in this case, the large buildings are designed to have minimal impact on the view and light from other large buildings with MASSIVE recreational space and plazas between them for gathering, and uhhh, recreation. You get the benefit of urban living, with the benefit of suburban living.
The design of the city is no mistake and it is not happenstance like most western and pre-communism cities. This is 100% built on a master plan. It has more to do with the government building its version of a Utopian city than controlling the population. They are all over Russia. Also, they are FAR more efficient, FWIW.
It is pretty impressive, IMHO.
